Lisbon, capital city of Portugal, is built on seven hills.
(I was surprised to learn that Rome isn’t the only European capital city with this claim to fame.)
Seven hills in a fairly compact city means steep streets. Lots of steep streets!
There seemed to be three levels of “steepness”:
Those with a manageable gradient had pavements; the next level up had steps, whilst the steepest of all had traditional wooden funiculars.
